HSSE Manager 健康安全安保环境经理

Reports to Head, HSSE (Sembcorp China) and be responsible for:

· Implementing and maintaining an HSSE management system for the China Operations and Projects to ensure compliance to all relevant HSSE regulations, Group policies and standards.

· Contributing to the setting of HSSE targets and KPIs, and recommend HSSE initiatives to achieve the organization’s goals and strategies.

· Conducting regular HSSE surveillance visits, including audits and engaging with site HSSE Team to ensure corrective and preventive measures are identified and implemented in a timely manner.

· Taking proactive ownership in designing targeted programs to drive continual improvements and guiding site HSSE teams to ensure effective and timely implementation of the programs. Monitor and report the progress to Head, HSSE (Sembcorp China).

· Effectiveness of controls for all work, in particular, high risks work such as electrical, work at height, confined spaces.

· Identifying and developing relevant HSSE SOPs for implementation at both Regional and site level.

· Providing HSSE advisories /recommendations/suggestion to all sites including projects and newly acquired facilities throughout the asset life cycle (Project development, construction, Commissioning, Operation and decommissioning phases) . Specified communication to each site should be done at least once a month.

· Organizing Monthly HSSE meeting for effective engagement and communication across all operations.

· Participating in Incidents Investigation using 5M1E Analysis and 5-Whys RCA Methodology. Review the investigation report together with Site team to ensure root cause are identified, corrective action plans are adequate. Tracking the related action plans till complete closure.

· Compile, and analyze performance and provide inputs to Head, HSSE (Sembcorp China) for monthly performance review.

· Identifying, recommending and collaborating with HR/Training departments on training requirements and programs, including but not limited to Safety Induction, Specialized/certified HSSE trainings and HSSE awareness programs.

· Ensuring an effective implementation of Risk Assessment, including driving the competency at site level through training and inspections and reviewing documentation of risk registers for critical activities

· Any other duties as assigned by the Head, HSSE (Sembcorp China)

Basic Qualifications:

• Bachelor Degree
• Fluent in English writing and OK speaking ability,CET6 or higher is preferred
• Relevant leadership training course (preferred)

Additional Qualifications:

• Certified Safety Engineer 注安证

Experience:

• 5+ years of relevant HSSE management experience in either one of Oil Gas, Chemical, Power, Wastewater industry. Renewable industry is a preference.
• Familiar with the registrations in the power industry and related national requirements.
• Knowledgeable on electricity safety.
